The Concept:

Victory appears to be one of the most important and memorable boulevards for tourists and residents of Savannah. It is a commuting street for people living on the islands, and with the recent influx of construction and development it has become a major commercial corridor. Aesthetically and environmentally, the Truman parkway, while necessary, created a fragmentation of the boulevard. Functionally, passing under the bridge feels unsafe and unpleasant for pedestrians. And while most avoid the discomfort in the safety of a car, many residents living around the bridge must walk.

Therefore, the concept is to unite the fragmented streetscape aesthetically and create a safe and welcoming environment for pedestrians with minimal interference to existing GDOT and vehicular patterns.
